‘Education Law: Expulsion and Special Education’ -- CT Child Justice Foundation & Fairfield County Bar Assn. Co-Sponsor Special Program

STAMFORD, CT (May 31, 2018) -- The Connecticut Child Justice Foundation (CCJF) and the Fairfield County Bar Association (FCBA) recently co-sponsored a program on “Education Law: Expulsion and Special Education” at the FCBA offices in Stamford, CT. Ernie Teitell, a partner at Silver Golub & Teitell LLP, is CCJF Founder, President and Pro Bono Attorney.

“We were delighted to have the FCBA co-sponsor with the CCJF this important program on education law and both its theoretical applications and actual impact on our Connecticut school children,” said Mr. Teitell. “The CCJF has established a network of caring volunteer legal professionals that ensures that children with educational needs that fall under the protection of the Connecticut Department of Children and Families (DCF) get the essential services they need under Federal and state law.”

After a brief introduction by Mr. Teitell and Natalia Sieira Millan, Esq., DCF Assistant Agency Legal Director, CCJF Treasurer and Pro Bono Coordinator, the program began with a series of brief individual presentations:

  • “Legal Basics” by Thomas Mooney, Esq., of Shipman & Goodwin LLP and author of A Practical Guide to Connecticut School Law
  • “Experience as a Hearing Officer and Advocate” by Frederic S. Ury, Esq., of Ury & Moskow LLC, Department of Education Hearing Officer, CCJF Board Member and Pro Bono Attorney; and Lawrence Cafero, Esq., Cafero Law & Strategies LLC, Hearing Officer, Norwalk Public Schools

The presentations were followed by a panel discussion moderated by Mr. Teitell, which explored expulsion issues, including alternative educational opportunities.

Afterward, the program continued with three additional individual presentations:

  • Special Education by Nachi Bhatt, DCF Education Consultant
  • Experience as a Superintendent of Unified School District (USD) #2/Common Challenges by Christopher Leone, Superintendent of USD #2 and CCJF secretary

Finally, the program concluded with the introduction of Matt Folan as the new superintendent of USD #2 (DCF).

“We look forward to continuing to present these types of training programs to enhance our ability to effectively represent children who need our help,” said Mr. Teitell.
